Huh... 
This reminds me somewhat of the "Covert Front" series by Mateusz Skutnik. (If you haven't played them, it's a flash game series based on a steampunk-ish alternate-history of World War 1.)
As far as underworlds go, this is one of the more appealing (and interesting) I've seen. By any measure, it's infinitely better than the moldering "Old New-York" from Futurama.
